I am now informed by Their Excellencies the Governors of Hong- kong and of the Straits Settlements that telegrams have been re- cently addressed to the Chinese Chamber of of Commerce at Hongkong and to the Chinese Consul-General at Singapore by the Minister of Agriculture and Commerce, in his capacity as Supervisor of Election in which details are given sa to the mathod by which Chinese resi- dents in those colonies may participate in the aleation of members

of the Chinese Senate.

It becomes my duty to enter an energetic propest against the manner in which the expressed wishes of His Majesty's Government in a matter affecting Chinese under British jurisdiction have been disregarded, and to demand the cancellation of any steps which may have been taken as regards the admission to voting rights of Chim- ese representatives from Hongkong or other British colonies.

At the same time I must point out to Your Excellency the in- propriety of the Chinese Government addressing such a communica- tion direct to the Chamber of Commerce in longkong, and to request that future communications to residents in longkong be made through the Government of that colony.
